As the government prepares to hold local elections in May, the National Examination Board is preparing to make public the Secondary Education Examination (SEE) and Class 12 examination schedule within a year.

According to the Examination Control Office (Class 10), examination centers have been set up in 63 districts to prepare the examination schedule. Controller of Examinations Arjun Rayamajhi informed that the remaining 15 districts are preparing to select the centers within a few days. Stating that all the District Education Coordination Units have been instructed to maintain the number of centers so that they do not increase from last year, Controller of Examinations Rayamajhi said, "We will start other processes after some districts including Kathmandu send the names of the centers." Although the board has decided to conduct the examination at home center, the inspectors of the examination centers will be manipulated, he said.

As the board meeting has already decided to conduct the SEE examination in April and May of class 12, preparations are being made to make the examination schedule public on the same basis. Chairman of the board Mahashram Sharma said that there was no problem in making the schedule public as the local level election is almost certain to be held in May. After announcing the month of two-tier examination, the board had a virtual discussion with the Ministry of Social Development in the state, all the seven state offices under the board, secretaries of the ministry of social development in the state and the head of the district education coordination unit.

In the process, most of them were of the view that the state government could not conduct the examination by going beyond the issues mentioned in the constitution and education act. He was of the view that it was not possible for the state to conduct the examination as it was not mentioned in the Education Act. V.S. In the eighth amendment of the Education Act issued in 2076, it is mentioned that the final examination area of ​​class 10 and the examination center of class 12 will be taken by the National Examination Board. It was mentioned in the Education Act that the final examination of class 10 (SEE) will be conducted by the region even after the country has gone into federalism and the retention of the region has been abolished.

Similarly, sub-section 4 (t) of section 5 of the Education Act clearly stipulates that the examinations of class 10 and 12 should be conducted by the National Examination Board. As it was concluded in the meeting of the board that it is not possible to take this examination from the state or school unless the Education Act is amended, the board has decided to conduct the examination from the center. In the meeting, the issue of taking exams from the center with the help of state and local level was discussed.

During the discussion, it was suggested that the model of SEE examination should be similar to that of class 12. An official who participated in the meeting told Nepal Samacharpatra, "We have suggested to send the question papers online and make arrangements to take the exam from the home center so that there is no congestion due to covid infection." Chairman of the board Sharma said that the decision would be taken from the meeting of the board on the basis of suggestions received from all stakeholders on the modalities of examination, process and examination center. He said, "As soon as the discussion is almost over, we will hold a meeting in a few days and decide on all issues."

The Examination Control Office (Class 10) has started the examination process after it was almost certain to conduct the SEE examination in the second week of April. Controller of Examinations Arjun Rayamajhi informed that the process of preparation of question papers for SEE examination has already started.


The board is preparing to use last year's answer book this year. The board had already delivered the answer scripts to all the district centers, board offices and state offices. The answer scripts have been kept in the concerned bodies after the examination was postponed at the last moment. Some schools have said that the answer sheets were used in class 11 and 12 examinations. The board has demanded records of all the answer scripts. The Ministry of Education, Science and Technology had decided to conduct the examination through internal assessment by amending the education regulations last year stating that the risk of Kovid-19 infection has not decreased. With this decision, the SEE examination was started from 13th June.
